No. Different primers do very different jobs. Some are mainly for adhesion to metal, some are for corrosion resistance, some are for filling and block sanding, and some are mainly for sealing before color.
A simple way: Self-etching primer provides bare metal adhesion bite. Epoxy primer provides corrosion protection and sealing. High-build primer surfacer fills and sands smooth.
